72-year old city-owned industrial waterfront building to become 900 new homes

In August 2024, Mayor Eric Adams issued Executive Order 43. This created a task force to seek out possible avenues for housing development. They were to, “[r]eview all land under the ownership and control of the City or of other participating and cooperating agencies and entities, and enlist the collaboration of City agencies and such other agencies and entities, to identify potential sites for housing development and to determine if such sites could be used to further housing production on such sites or on adjacent or nearby sites without disruption to critical operations.”

Since then, 9,750 new homes across 11 properties have been proposed for development by the Adams administration.
One of those projects, 390 Kent Avenue, was revealed on September 25, 2025. When completed, this site will add 900 new homes to the community.
Currently, this address is utilized by the New York City Department of Transportation and the New York City Department of Citywide Administrative Services. The building is 72-years old and requires extensive repairs.
“As part of the redevelopment of the site, the city will not only create new housing, but address its aging building stock by replacing the facility and provide public open space along the waterfront,” stated the press release from New York City Economic Development Corporation.

The Adams administration will begin the public engagement process this year, which will lead to issuing a Request for Proposal to invite bids from contractors, service providers, etc. to develop the site.
