July 6 brings in Phase 3 of NYC’s levels of reopening. Phase 3 was to have allowed restaurants indoor dining, however due to the infection rates surging in areas that allowed indoor dining — indoor dining is tabled/halted. “We are going to postpone phase three indoor dining for New York City until the facts change and it is prudent to open. At this point, it isn’t prudent. This is a New York City-only modification because frankly it’s a problem that is most pronounced in New York City,” said Governor Andrew Cuomo.
To protect workers and help businesses safely enter Phase 3, the City will also distribute an additional 2.5 million face coverings to businesses citywide.
Only one category of business, personal care services, will be returning for Phase 3 on July 6. Personal care services include spas or facilities that provide any of the following services: massage, tattoo, piercing, tanning, waxing, cosmetology, and manicure/pedicure.
However there are other long awaited services that will be back.
NYC Parks
Basketball courts, tennis courts, volleyball courts, handball courts, and bocce courts were slated to return on the July 6 sans team playing — just for solo playing. Dog runs were also planned to reopen, but as of this writing this has yet to be confirmed/update on NYC Parks sites.
Libraries — July 13
Brooklyn Public Library will begin reopening gradually beginning July 13 (with Bay Ridge Library, Bushwick Library, Central Library, Flatbush Library, Kings Highway Library, New Lots Library, and Red Hook Library) They will open subsequent locations and branch offerings over time in regards to the safety of patrons and staff.
In the initial reopening phase patrons will have access to branch lobbies for quick transactions: picking up items on hold or dropping off returns. Masks will be required for both patrons and staff. Materials that are checked out during this time will not accrue fines for the time being. Also library cards that would have expired in the period January 1, 2019–January 1, 2021 are being automatically renewed. Check your account for your new expiration date.
